According to Soviet press, an investigation was undertaken by the "Forty Committee" under chairmanship of Henry Kissinger, meeting at the White House, and with members including CIA director R. Helms and representatives of the Pentagon, departments of State and Justice. The "Forty Committee" was to have handled all "delicate and secret operations of the government."
