The proclamation expresses the Soviet reaction to the introduction of a currency reform in the Western zones of occupation by the American, British, and French military authorities. The Soviets implemented the Berlin blockade on the same day, 6/24/1948. The Allies began the Berlin airlift on 6/26/1948.
